The remote pilot is obliged to thoroughly scan the airspace whilst operating an unmanned aircraft to reduce the risk of collisions with other aircraft. It is possible that the pilot of a manned aircraft will not see an unmanned aircraft on account of its small size, which is why the remote pilot of the unmanned aircraft is always primarily responsible for collision avoidance. It is up to the remote pilot to assess the risks and take any number of appropriate risk reduction measures.
