The Implementing Regulation (EU 923/2012) marked a major step in European legislation by establishing common aviation rules and operational provisions for air navigation services. This regulation is also known as SERA, Standardised European Rules of the Air. SERA apply mainly to civil airspace users and aircraft, i.e. not to military operations or exercises, within European airspace and to European aircraft outside European airspace.
