In principle, flying with an unmanned aircraft over uninvolved persons is not allowed. However, there are exceptions for unmanned aircraft in classes C1 and C0 and for unmanned homebuilt aircraft with a maximum take-off weight (MTOW) of less than 250 grams. For Class C2, the distance rules apply (flying over buildings is allowed, provided that it is within sight) as described in 1.4. For Class C3, however, greater distance rules apply.
